Abstract

This paper is a reflection on how we saw the planning through a many paradigm, from the post war until the new modern era. Planning that originally oriented by physic and then transform into social facilitation where planner is mere facilitator than a technician. Huge debate has been made, which one is best? Is it okay for community to have their own planning if they can like Jacobs mentions about how good the North End? Or should we being a very technocratic that didn’t gave the space for community? However, the gemeinschaft city measurement area have not shown the correlation to the enhancement to the collaborative planning process as Jacob expected. There is lack of initiative from the community towards the communal issue that they have regarding environment, economic, etc. It is somehow proved that what Jacobs conclude that organic community with level of closeness is not always resulting the best kind of planning product. It is somehow back to the another variable in that area.
