TRANSITION FROM RED LIGHT DISTRICT TO SMALL BUSINESS DISTRICT FOR SUSTAINABLE URBAN

Abstract

Dolly-Jarak Lane in the city of Surabaya is one of the biggest red light districts in Indonesia. The economics and social of thousands of prostitutes, small business owners and their families have been affected after their areas were officially closed for prostitution by the mayor of Surabaya. Sustainable urban development initiative are needed to optimize the use of local resources to help the local community recover. This paper aims to identify development initiatives by adopting local-based development and triple helix approaches to help local communities transition from a red light district to a small business district. This research also will assess how effective the triple helix approach is in accelerating the development process. A survey and serial focus group discussions (FGD) were conducted in a collaboration with the communities, authorities and private sector which aimed to identify potential strategies that can be taken to recover the economic condition. The results provide current mapping on the Dolly-Jarak community economic condition and obstacles that impede the community in recovering its economic conditions. Additionally, this study provides recommendations for policymakers to focus on highlighted issues and problems faced by the Dolly-Jarak community
