ANALYSIS OF THE SYSTEM OF SUPPORT OF COOPERATION OF THE RUSSIAN AND EUROPEAN COMMUNITIES IN THE FIELD OF THE ENVIRONMENT, INCLUDING CLIMATE CHANGE

Abstract

In this work, the author presents results of long-term research in the field of analysis and implementation of a sustainable system for supporting the interaction of representatives of the Russian and European community in the environmental segment, including climate change. The program of scientific and technical cooperation “Horizon 2020” was the priority question. Within the framework of this program, representatives of the Russian Federation participate as secured representatives of third countries, that means in a selfsufficiency format from the side of the state participating in this project. In the study it is detailed the mechanism of carrying out this type of works from national contact points, and in particular in the field of ecology from a national contact point “The environment and climate change”. In conclusion, the authors stops on this aspect of research as the Treaty base of scientific and technical cooperation between Russia and the leading EU countries on the basis of bilateral cooperation agreements, through the use of joint financing mechanisms for common projects and programs, the exchange of personnel. Most often, the signing of these agreements is determined by historically established traditions or strategic goals of developing partnership with different countries.
