COMMUNITY-BASED ENVIRONMENT MANAGEMENT - A PILOT STUDY IN PHU DONG COMMUNE, GIA LAM DISTRICT, HANOI, VIETNAM

Abstract

This study focuses on environmental pollution (with a focus on solid waste, particularly livestock solid waste, surface and groundwater pollution) and on community-based environmental management in Phu Dong commune, Gia Lam district, Hanoi, Vietnam. Methods used in the study include: Investigation, field survey; consultation at all levels of local government and community (600 questionnaires); statistics, calculation and data processing; community-based assessment method; analytical method in the laboratory and mapping method. Solid waste of the whole commune, including domestic solid waste and livestock solid waste, accounts for about 90%, of which, livestock solid waste accounts for about 80%; Inorganic solid waste accounts for about 10%. Most of the surface and groundwater samples exceeded the permissible standards many times such as parameters of DO, TSS, COD, BOD5, PO4 3-, NH4 +, NO2 -, NO3 -, coliform, permanganate… The study also pointed out solutions and principles, the levels of community-based environmental management, the combination of government and community; at the same time, implementing technical models in preventing, minimizing and treating environmental pollution.
